THE DISARMAMENT QUESTION

DISCUSSIONS MAY HE HELD UP. (United Press Association—By Electric Telegraph—Copyright). (Received this day at 9.25. a.m.) WASHINGTON, February 15. Sir Esine Howard, in a statement, added the English elections, which take place in the summer, may, however, postpone any discussion 'of this kind some months longer. The disarmament clause of the Covenant of the League of Nations, article eight, makes it practically imperative that all members of the League should make further efforts towards a restriction oif armaments. The United States has hitherto shown itself fa vourable to the idea of continu ing negotiations of the agreement and in this sense it would therefore seem everything points towards an early resumption of negotiations and with a far better understanding oif the needs of the respective parties than existed at Geneva in 1927. There should ho a very good prospect of their being brought to a satisfactory conclusion.
