AFGHAN RULER. (United Press Association.—By Electric Telegraph.—Copyright.) DELHI, January 28. The Afghan Consulate at Bombay states Amanulhth has resumed the Government at the request of the people of Kandahar, Fnrah, Herat, M.-yoirshariff, Memnna and Katngan, with Kandahar as the capital, Hazaras, .Mahmuds, and other influential tribes of Southern Afghanistan assured him of support. Macchascao is reported to he short of funds and is extorting money from Kabul merchants. It is considered lie will be deposed in a few days.

The Government of India reiused to grant passports to frontier Moslems who wanted to send a medical mission to Kandahar, to help Ainanullah. TO EVACUATE KABUL. (United Service). Jan. 28. ft is understood that 'preparations are being made at Kabul for the complete evacuation of foreigners, which will he conducted immediately, if the disturbances continue. Britain will carry out the arrangements and take everybody by aeroplane to Peshawar. Foreigners first, and then momliers of the Legation, with Humphreys, who will lie the last Englishman to leave, according to tradition in such cases. It is understood, however, that the Legation' thus .far, is not threatened.
