Almost oil the eve of the ex-Kaiserb seventieth birthday, which he proposes to celebrate as already cabled, the German writer. Eulenberg says: “ Wilhelm alienated everyone in England by his upstart ways and by arrogantly and rudely competing with England in a I utile endeavour to outdo them in a sphero which bad been Britannia’s pride for centuries, namely, that of the fleet.” fie describes Wilhelm’s “ desertion in 1018,” as “an unworthy and dishonourable act, involving degradation of rank in peace, and summary execution in war time.” He says: “On that eternally ignominous November night, Wilhelm shattered not only his dynasty, but the centuries-old tradition of the Prussian Army, which he had tricked for a quarter of a century.” Eulenberg quotes the words of the Emperor when the war broke out: — “ Now we will thrush them,” and he describes them as “ barbarous.”
