ANTI-WAR PROPOSAL. (United Press Association—By Electric 'Telegraph—Copyright). WASHINGTON, .January 1(5. Representative Rovoll has introduced a resolution into tlio U.S.A. House under which shipments or arms, munitions, or any implements of war from the United States to any other signatory violating the Kellogg Pact would be prohibited. Mr Korcll stated such a move would make a more effective effort to outlaw war. REP AR ATION EX PE R TS. WASHINGTON,. January 17. Sir Esme Howard informed .Mr Kellogg on Thursday that the Allied Governments had selected Owen I). Young and J. P. Morgan as American representatives to serve on the committee of reparations experts. 'Thomas Nelson and Perkins Boston alternate. Sir Esme Howard is leaving for New York to extend an invitation to the Americans. Mr Kellogg, who was informed as a diplomatic courtesy, said the selections had his approval.
