POLAND’S REPLY
TO MOSCOW NOTE. (United Press Association—By Electric Telegraph—Copyright).. (Received this day at t).2J. a.m.) AVARSAW, Jan. 11. Roland’s reply to the Mocsow note, dated 2!)Lh lWemlier, agrees to the principle of the plan, hut Poland is astonished that Russia addressed the proposal only to Poland and Lithuania and not- to other neighbours. Moreover, Poland is astonished that Moscow approached Lithuania which has no common frontier with Soviet Russia, and which refuses to enter diplomatic relations with Poland.
The reply adds that Poland lias always maintained the necessity for treating the problem of security in Eastern Europe conjointly by all interested Stales. Only thus can effective guarantees for the maintenance of peace he obtained. Ilenec Poland is consulting Latvia, Eslltoniu, Finland and R.oimiania before moving further. Incidentally the reply points out that even the initiators of the Kellogg Pad have not at present ratified. Tleing one of the first signatories. the Polish Government oughtto come to an agreement with initiators on the subject of partial enforcement of Hie pact.
