(United Press Association—By Electric Telegraph—Copyright). WASHINGTON. December 21. In connection with Sir A. ( hamherhiin’s remarks in the House ol Commons, ii is pointed out here that negotiation for a new arbitration treaty between United States and Britain had been under way for almost a year. Ihe draft of the new treaty was submitted to Sir F.sme Howard last December and was identical with that which was submitted to France and since signed and ratified. The delay has been explained by Sir F.sme Howard as due to the iact that Britain needed time to consult the dominions. No indication of a hitch was disclosed. Ihe State Department has been expecting a conclusion and signature at any tune.
