Lord Newton moved an amendment uniting the proposals to the preamble, leclaring the desirability <d limiting he number and making provisions for elective represenalioii of Peers. Lord Clarendon accepted this and accepted the word “reduce” for “limit.” 'The amendment was carried by 52 to 8.
