cabled Bolivia and Paraguay reminding t hem as signatories n'l the Cmvenant, that they are pledged to seek a pacific settlement of the dispute: that both signed Hie treaty of Conciliation and Arbitration; and suggesting Die suspension ol military action until representatives of tlie two Governments have met to discuss the situation.
