Speaking in the Reichstag for the first time since his breakdown in health in June l)r Stresemann discussed evacuation. disarmament and reparations. He said that not only the Germans, but also many foreign observers considered the retention of foreign troops in the Rhineland was a contradiction of the recent trend of iiiternationaj alfairs. All foreign Government concerned had now agreed to open negotiations. Concerning the evacuation Germany would unswervingly maintain she was entitled to request immediate evacuation, also that evacuation must not depend on the solution of any other problem. Germany’s rights were being violated so long as her claim was unfulfilled.

“We cannot -assume a political burden. the efleet of which will continue beyond the term of pledged reparation. We will not enter into any financial engagement a.s the price of mil 1 tar\ evacuation. Regarding disarmament. Germany’s Geneva policy must continue because it safeguards, Germany’s western frontier. It is the. only pos,slide policy in view of Germany’s military helplessness. “News of the Anglo-French Compromise caused anxiety because it foreshadowed a possible new grouping of tlie Powers to Germany s detriment. ..o.shall stand by the policy laid down bv Mueller and Bcrnstorff at Geneva.”
