The “ Times ” Washington correspnodent states: “To-day for the first time, a feeling of doubt crept into the hitherto optimistic impression prevailing here that the Kellogg outlawry of war treaty would be ratified by the Senate session beginning on December 13th. That session will end by constitutional limitation on 4th April, when Mr Hoover will lie inaugurated.” The correspondent points out that the decision that the farm relief measure will probably leave little time to consider the treaty, and continues: “ The factor that may adversely affect the prospects of early ratification o( the treaty is now found in a hostile reaction in some foreign countries to M.r Coolidge’s Armistice Day speech. What is said here indicates a fear that not only might provocation over the President’s plain talk prevent the treaty’s ratification by foreign governments, but the manifest resentment of European editors and the hostility by the Government benches in the Commons debate were calculated to stimulate opposition to the treaty in the Senate.
