TO ROPE IN NEGRO .MASSES,

A Riga correspondent states the Soviet Central Executive hold conference at .Moscow to consider tlie political secretariat's programme for rousing coloured races in South Africa and other British Dominions, and also America; also to decide wligt part affiliated trades unions should play in this direction The conference adopted the proposals and decided to begin immediately to put tlie scheme in operation, through audits residing in England, Empire and America.
It was decided to seek financial suppoit in countries outside Russia and adopted a novel plea for raising money abroad by the sale of tokens of international solidarity. The first step will he the printing of tokens of a total value of £20,000 for sale in sterling, dollars, marks and francs. The Conference further decided to appoint a committee of international negro wo: kers to be attached to the red international colonial section. Local native commitoes are to he established as early as possible, especially in South Africa, West Indies and United States. Periodical conferences will be summoned to enable local committees to confer with the Russian communist organisation.
