LONDON, Nov 16. In the House of Commons, Sir H. P. Samuel presented a Bill to carry out the recommendations of the Imperial Wireless Conference. The Bill was read a first time. A Bill extending the unemployment insurance fund’s borrowing powers from thirty millions to forty millions was read a second time. Air IT. P. Betterton said that the outstanding advances of twenty millions represented an increase of twentyfive millions since the Government took office. Of this twenty millions were due to the general strike, and five millions to the Labour Government’s commitments,
