The Times Riga correspondent states: Pursuing a plan to stir up aboriginal and other black races, the Red International Secretariat has appointed a special Sub Commission to work out a programme for agitating the American' negroes in order to make them realise their part in “mobilising negro masses in various parts of the world.” The Sub Commission urges American negroes to demand self-determination, as the United States offers a fertile soil for a national revolutionary movement. .The Secretariat, has approved of the programme, and it is estimated it should ho possible to enlist two million negroes to fight under Communist leadership. and also to provide cadres for commanding blacks throughout the world against the domineering whites. ’The Secretariat passed a resolution that it was necessary to impress the blacks with the injurious influence of religious missionaries.
