(Received this dnv at 10 a.m.) PARIS, Nov. 3. M. Poincare received Tyrell and informed him of the progress towards the appointment of a Committee of Reparations. It is understood M. Poincare, who at first was only willing to appoint a delegate with limited authority, is now prepared to sponsor tin' Committee, which it is practically settled, shall consist of eminent independent financial experts, not officials bound by instructions of their respective Governments. It remains to be decided wluit the Committee’s terms of reference shall lie. It is believed itwill he empowered to ascertain the total sum sufficient to satisfy the Powers demands, includin': France’s war damages, and suggest the number and amount of annuities payable by Germany. Among the names mentioned are Moreau, who will represent France, Sir Josiah Stamp. Britain; Scliacbt. Germany; Franccque, Belgium; Pirelli. Italy. The first meeting will possibly lie held in December.
