THE PREMIER, RESIGNS

The Regency Council has accepted M. Bratinui, the Premier’s resignation. M. Maniu is expected to be invited to form a coalition.
ROUMANIAN CRISIS
(Received this day at 8 a.m.) LONDON, November 4. The Roumanian crisis is due to the Regency Council’s insistence on the formation of a national government in which all parties will bo represented. Excitement prevailed as it was feared that if M. Bratianu refused, the Peasant Party would try to force the overthrow of the regime. The Peasants Party recently demanded free elections, declaring the Government was m power solely through a dishonest manipulation of the franchise. The Government’s announcement of 31st October that negotiations for a stabilisation loan had concluded, caused the peasants leader to declare a mobilisation of their forces was proceeding and they intended to seize the Government before Ist December.
