A CABINET CRISIS

Arising out of the Combe’s statue affair a seriuos Cabinet crisis lias developed, requiring all M. Poincare’s resources to solve. Articles 70 and il of the Budget, which propose to restore to the church the confiscated property not yet distributed, and to concede to religious associations engaged in teaching abroad the right to train missionaries in France.
The anti-clerical section in Poincare’s party, which is strongly represented in the Cabinet, sharply protested against this scheme. M. Poincare first suggested a compromise, limiting the number of novitntes allowed to train. Cabinet met twice to-day and tailed to solve the differences and it now is suggested Poincare may withdraw the clauses from the budget, and modify and embody them in a separate bill. If this fails it seems impossible to avert ministerial complications.
