A GERMAN SUGGESTION. (Times Service). LONDON, October 28. The “Times” Berlin correspondent states following the Air Cabinet’s decision (cabled on 26th October), tlm German Government has taken steps for formal negotiations for the formation of a committee of experts to settle reparations and already has instructed Ambassadors, at Paris, London, Rome, Brussels, and Tokio, to suggest establishment of a commission to indicate Germany’s view regarding the composition olf powers also informing United States which will be told Germany will welcome an American representative either as delegate or .observer. The government believes the committee should be composed of financial experts of an international authority free of all exterior influence, disagreeing with French newspapers argument that the Government constantly control the discussions by officially instructed repiesentatives. Germans point out the the Dawes agreement was due to authority independent of financial experts. The new commission should be simi larly circumstanced. BERLIN, Oct. 26. Hhe German Cabinet has decided t-o coopearte with the other Governments concerned to establish an independent committee of experts, not Government officials, to settle the reparations question once and for all. Germany will seek the* views of England, France and Belgium regarding the place, time and agenda for a meeting.
