Rlie following announcement has been made in India by Sir John Simon, chairman, of the Indian Statutory Commission: In view of the importance and difficulty of the questions which will come before the Indian Statutory Commission relating to the Meston settlement and other subjects of Indian finances which require impartial consideration, the commission has invited Mr Rayton to attend as financial assistant. Mr Rayton, who is editor of a London newspaper, the ‘Economist, n is making arrangements to leave London in December, and will be available to assist the Commission eurly in the New Year.
GIFTS FOR CHARITY
ENGLISH PHILANTHROPIST

Another munificent gift for charitable purposes is announced to-day, a philanthropist having executed a deed of gift of approximately £150,000 in favour of the British Humane Association,: to come -into operation after his death. The same benefactor has sub- ’ scribed £SOOO to . a communal service ' for the use of the Guild of Freemen of the City of London, on condition that ■the guild subscribes an equal sum to the British Humane. Association. A similar arrangement has been made with the order of St John of Jerusalem. the object being that the association shall continue in perpetuity to be '• dominated by the ideals set out in Rotary, of which the donor is a member. '
NEW CUNARD LINER
ANNOUNCEMENT EXPECTED
RUGBY, October 20. It is understood that an announce- > ment will be made very shortly by the Cunard Company regarding its plans for building a new liner to meet the competition of the White Star liner new being built. The Cunard directors have delayed placing the order for a new liner until they are in a position to judge fully of the competition they will have to meet. The Mauretania cannot be expected to retain her speed record much longer, and the Cunard Company wish-
ed to be sure their new ship would take her- place as the fastest liner in ' 'the world. The new ship is likely to ■cost a record sum, for speed without luxury is useless on the Atlantic trade,
and the ship will also have to be large, about the same size as the f new White Star liner. The problem which has presented most difficulty Las been that of the engines, and many new discoveries in ship propulsion are being tested. It is considered that the system adopted should give very good reliability as well as high speed, while the question of cost is also highly important.
