At the Police Commission Mr .To Dunning said red tape was good up to a point, but occasionally it required the 'insertion of elastic. Tf the policeman were tied up too tightly, he. probably would he thinking of red lane instead of about the right thing to do. Dunning expressed the opinion that the police throughout Britain were inadequate to deal with the crimes against civilisation which were increasing by leaps and hounds,
