PARIS, Oct. 17. Contending that Horan merely tried to distort the facts justifying the former’s expulsion, the Quai d’ Orsay lias issued a detailed communique outset ti nig that Horan, having personally failed instructed his employee, Delaplangue, to. get the naval document,
promising a reward, which Delaplangue
hoped would be £Bo.' Delaplangue told ~j him he got the document from a Qua i -d’ Orsay official Noblet. Horan informed Hearst of the method of the obtaining of the letter and instructed that it was urgent to despatch it to America for the maximum publicity. The Prefecture scrupulously kept the promise not to divulge the knowledge, when interrogating Delaplangue and
Noblet, yet Horan himself revealed the
existence of the statement, and also fMishonestly sought to enlighten the supWport of the Journalists’ Assn. M. Briand handed the documents to the judicial authorities to decide on further action.
