(By Telegraph—Per Press Association.) THE COUNCIL. WELLINGTON, Sept. 21. The Legislative. Council’ met yesterday at 2.30. Public Works Amendment Bill > was reported from the Lands Committee without amendments, and was put through- the final stages and passed without discussion.
Continuing the debate on Mr Thomson’s motion that in the opinion ot .the Council the report of the Minister of Education should give more definite undertaking that Government’s educational policy will be considered in the immediate future, Hon Barr referred to the .production of tradesmen for industries in which there was no opening, and advocated an overhaul of the educational system with a view to ensuring that T!iere Was not an overplus of trainees. A stage had been’reached when serious consideration should be given to tho question as to whether there should not ho a change in the system of Education Boards, under a central authority. A tremendous leakage was taking place in expenditure of money for educational purposes, particularly in the matter of school buildings. Less liberty should be allowed Boards and a keener scrutiny of how tho money was expended. Tiie motion was carried. The Council adjourned at 3.25 p.m.
THE HOUSE. LICENSING BILL KILLED. Tho House met at 2.30 and immediately proceeded to further consider the Licensing Bill in committee.. It was agreed that newspapers published in no-license districts should have the right to print liquor advertisements. It was also agreed that Sports Clubs should have tlie right to hold, ru hotels, two socials per year, and Chartered Clubs six socials per year in their own promises. A proposal to hold a poll in the King Country was defeated by 48 to 21. The remaining clauses and schedules were agreed to at midnight. The Prime Minister intimated ho would not move the third rending of the bill, and this was done by Mr Bellringer. After a brief debate a division was called for when the reading was defeated by 34 to 33. . >
The House rose at 1.35 n.m. till 2.30 p.m.
