WHITE SLAVERY. GENEVA. Sept. 11. Airs McDonnell, one of the Australian delegates to the League, discussing the report of the Committee on the Traffic in Women, More the Social Questions Commission, contended that tho report clearly demonstrated that the existence of the licensed houses was an incentive to the traffic. The licensing system, .she said, was both ethically and practically indefensible. It did not preserve order, nor did it afford protection for health. The immemorial age of prostitution was no excuse for folding one's hands, and saying that it was impossible to eiid it.
