.United Press Association.—By Electric Telegraph.—Copyright.) THE TARIFF TREATY. WASHINGTON, August 1. The State Department declared that the further revision of the Chinese and American treaties, particularly as they affect extra-territoriality, must await more stable internal conditions in China. This statement was prompted by- Nanking’s announcement that Doctor Wu has been appointed as the Nationalist delegate to the Treaty Revision Conference here. The Department officials said that they did not understand the Nanking announcemet, which was in the form of a reply to Mr Kellogg’s note, cabled on July 24, promising to negotiate a new tariff treaty immediately. It was said that, with the tariff treaty signed, the United States was not prepared to undertake any- further negotiations for tlie time being.
