It was announced on Friday that the United States had signed a treaty with the Chinese Nationalist Government for the restoring of Chinese Tariff autonomy. United States officialdom has minimised the degree of diplomatic recognition involved. Tt is admitted, however, unit the treaty is a form of defacto recognition of the Chinese Nationalist Government. LATER, Mr Kellog’s surprise move in negotiating an American Tariff Treaty with the Chinese Nationalists has startled the diplomatic world, according to despatches received here. Indeed, persons who are close to the Administration concede that it is possible that this unexpected gesture would react, perhaps unfavourably, upon America’s relations with the other Powers in the Far East. It is considered particularly significant that the United States should have chosen this time to advertise her friendship for the Chinese Nationalists, because it comes when the relations between the Governments of Tokio and Nanking are at breaking point over Manchuria. It is a time when Japan, supported by Britian, is attempting to command the observance by the Chinese Nationalists Government of the so-called unequal treaties, which the United States has now moved to replace, as far as American interests are concerned, with ouie.r agreements. CANADA’S PART. OTTAWA, July 28. It is umlersood that the Premier of Canada, Mr MacKenzie King, will go to Paris, personally to sign the Kellogg Treaty for Canada. He will also inaugurate at Paris, the Canadian Legation. He will then proceed to Geneva to represent Canada at the Council of the League of nations. He also will attend the League Assembly.
