LONDON, July 25. Speaking in the House of Commons, .Mr Philip Snowden (Labour) expressed the opinion that the Prime Minister's speech was a miserble exhibition. If the Government wanted to! restore tlio iron and steel trade, it should develop the great possibilties of the li dian Empire. • Mr Churchill said that the - unem- , ployment problem was to liquidate surplus of a quarter of a million miners ' left in the great aftermath of the labour disputes of 1926. The Government’s rating scheme must constitute its main effort in dealing with the present difficult situation. The Govern--ment had decided as an extra effort, to bring a. portion of tlie scheme into operation before the rest could be achieved. 1 The motion of censure was defeated by 331 to 151.
