Doctor Ctwnng is appealing to the Foreign Capitals for the abolition of the extra territoriality system in China, and for tlic subjection of the' foreigners there to Chinese law. At the same time the Iviangsu Provincial Government, in which Nanking is situated, to-day announced the reintroduction of strangling as capital punishment, instead of shooting, on the ground that shooting is insufficient punishment.
