SHANGHAI, July 13

The complete withdrawal of foreign gunboats is demanded in a note which is being drafted by the Nationalist Government, and .addressed to Britain, America, Japan, France and Italy. Tbe demand is reported to be based oil the present aosence of military operations in the interior, making the further presence of foreign warships in Chinese waters illegal.
