LONDON, May 21. Obituary.—Sir George Frampton, aged GS. VIEWS ON MIGRATION. (Received tins day at 12.25 p.m.) PARIS, May 21. Henry Do Ivorab, a French publicist, in an article on British migration in " Le Matin” says:—“Presently there will only be three countries able to supply white migrants—Germany, Poland, and Italy. At present Germany is holding back, but Italy has begun a systematic scheme ot colonisation. Methodically and systematically Italians are going to Australia. Australian authorities, are not encouraging them, but they manage without it, owing to their own excellent local organisation. Each newcomer finds credits necessary to establish him, a sort of loan of honour which the migrant engages to return by making a loan to cohorts following him. It is easy to imagine after years of this kind of penetration that Australia and Canada will not retain the traditions 1 aspect of the British Dominions. Their spirit will have changed and political tendencies mollified.”

(Received this dav at 12.25 D.m.l LONDON, May 21. The Hamburg explosion, which was not loud and not destructive, was immediately followed by a. great volume of dentil dealing fumes, spreading over the city. Police and firemen, aided by ammonia, periodically struggled to the rescue. Nino collapsed and died, while the fate of a great portion of the city was- in the balance. The situation was saved by a merciful clinngo of wind, which veered in such a manner as to blow tho gas towards ail isolated neighbourhood. A heavy rainfall also helped to disperse it. but the danger was not considered past until this morning. Had the wind changed to the opposite direction, towards the congested parts, it is impossible to estimate the havoc the gas cloud would have caused. It is stated there was sufficient gas to wipe out an army.
There is considerable discussion at present why a Germ,an firm was in possession of phosgene, which is forbidden in Germany by the Versailles Treaty. Professor Haber, tire most competent authority on poison gas, declares it is only manufactured in Germany in the smallest quantities for dye purposes. It is one of the most dangerous of gases. Half a gramme in one cubic foot of air was sufficient to kill. Ho is unable to understand where it ewne from, as it is stored by a limited number of linns under the greatest precautions. Tho firm concerned alleged it was old war material destined partly for destruction and partly for export to United, States. It is now believed that eleven arc dead.

Tlie “Daily Mail” in a leader, states the result of the Gorman Elections distinctly favours peace, and the advocates of a war of revenge have been numerously defeated. The strongest party will be the Socialists, the Gerjnaii variety of which is less extreme than the British. The most important feature is the fading of Hohenzollcrns. Germany is definitely turning from Monarchism to Republicanism. BERLIN. Afav 21. The “Taglisehe Rundschau” asserts that Cabinet will tender its resignation to-morrow.
