A British united press message from Kovno states tlic trail is continuing of Chief of Police Rndicli and .-onio of liis staff on charges of torturing political suspects in the electric chair till they confessed. It is alleged some of tho victims were rendered unconscious and one woman became insane. Some witness for the prosecution fled abroad and it is alleged others were shot. Rndicli pleads it is all part of an intrigue by political enemies.

In view of the southern advance on Southern Shantung, the Japanese are preparing to land marines at Tsingtao for defense of Tsinanfu. Northerners alleged retreat was for the purpose of permitting Sunehtianfang cutting the southerners rear, hut foreign observers are highly sceptical of the northern ability to with stand the present offensive. HORDE OK LOCUSTS. JERUSALEM, April 17. Clouds of locusts appeared over Jericho flying towards Jerusalem, but were cheeked by the wind. Travellers from trans-Jordania report passing through five miles of locusts between Mann and Amman. The Palestine Department of Agriculture is endeavouring to exterminate them with flame guns.
