BRITISH BUDGET

Hon. W. Churchill is no doubt gratified at the fact that he is able to announce a surplus. It is recalled that It is first budget showed a deficit of £14,058,000, and the second of £30.694.000. It. is known the Chancellor has been most anxious to avoid even the smallest deficit this year. The revenue was never more promptly collected. A surplus of four and a quarter millions would, in oidtnaiy circumstances, afford Hie prospect of substantial taxation relief, but it must lie remembered that the revenue includes the earlier collection of the landlord property tax. a raid on the road fund, the curtailment of brewers credits, windfalls which cannot he repeated. Mr Churchill hits already announced there lias been a reduction in income tax, sugar, tea. spirits, entertainment, and postage. In future the budget will be laying off foundations of it scheme of the relief of the burden on rates, on industry and ngrieultti re.
