Official circles regard tlie liritisli •proposals for tlie resumption of tlie Anglo-American naval discussion nr the negotiation ol a treaty lo outlaw war, as interesting, but impracticable. They emphasises that U.S.A. made rcvain move towards Ipth inject ives in tlie discussions at Geneva and with France. It is believed unlikely U.S.A. will enter into an anti-war pact with any county alone, or with any group, unless it includes Britain, .France, Italy, Germany and Japan. F.von then Air Kellogg, it is believed, will he only willing to renounce war as an instrument of national policy, without adopting the term “outlaw.”
