" You cannot have too many rich men.” said Lord Balfour in a recent speech. "It is easy to liavo too many poor men. That is a goal within the easy reach of tho least competent political experimentalist. “ With greater efficiency you will get greater production, and with that improvement in the general well-being ol the population. What folly, therefore, is it to say that the road to progress is in quarrels between producers or in handing over all responsibility to those who have no individual interest in progress, and not leaving it to experts in each line at their own risk to do their host to make their own fortunes, and in so doing make the fortunes of the whole community. L am quite certain, that the road to progress is to be found in improved knowledge, in the application of science, in improved organisation and improved harmony between all classes engaged in co-operation. Important as is the question of distribution it sinks into insignificance beside the greater problem as to how the human race is to extricate front the resources of the world the greatest amount of wealth for human progress and human comfort.”
