KELLOGG’S SUGGESTION

DERIDED BY FRENCH PRESS. Australian & N.Z. Cable Association.) PARIS. Feh. 5. The Press describes Air Kelloggs suggested abolition of submarines as hypocritical and egotistical. Ti is pointed out that the Fluted States joined France and Italy in opposition to the British suggestion at the Washington Conference, anil the newspapers consider the change in the American view is only intended to make its own public believe that America would have disarmed long ago il Europe were willing. Apparently it has been forgotten that neither the l nited States nor Britain would allow anyone to touch their battleships, cruisers and destroyers. JAPAN PREPARED TO ABANDON SUBMARINES. LONDON. Feh. 5. The "Daily Telegraph’s” naval correspondent says: It is not well to attach much importance to Air Kellogg’s submarine declaration. Til the last six vixirs .lanan laid down, or authorised fifty submarines, while the United States only built six. consequently the inhabitants of tbe Pacific slope have come to tbe conclusion that the submarine is the only fighting ship able to carry war to the American coast. The “Daily Telegraph's” diplomatic correspondent, however, is ot the opinion that Air Kellogg has satisfied himself that Japan is prepared to abandon the submarine, il the other powers are willing to do likewise.
