X.VVAI, CoMI’KTITIO.W • 'l’he mere existence ol armies and navies is not in itselt a necessary provocation to war, any more than the existence of a body of police in a citj necessarily causes riots and othei breaches of the public peace. Hut the determination ot the Americans to build a navy in accordance with what they regard as their own needs, entirely without consideration for the finances or the feelings of other Powers, is hardly calculated to check naval competition. It is some comfort, however, to find that Britain, officially speaking, does not seem dismayed by the prospect.
