SOVIET POLICY. MOSCOW, Dec. 7. President 'Stalin, and .succeeding speakers, denounced Trotskyism at the Congress of the Oomnninits Party . The Congress adopted a resolution approving of the work of the Central Executive. and also recommending that the Executive should develop economic relations with capitalistic countries, should accumulate a reserve of grain and goods; should strengthen the Ped Army, and should continue to carry on a pence policy, also strengthening the union between the workers of Russia and those of other States, and of the “oppressed" colonial nations.” President Stalin said the greatest magnanimity had been shown to the opposition, in order to afford them time to think and withdraw. '1 he oppositionists faced the Alternatives of unconditional submission or exclusion from the Party.
