As an outcome of the Parker-G illicit memorandum it is likely that State Secretary Uergmann will be appointed a special commissioner to co-ordin-ate and control all reparations’ questions. BERI7.X, Nov. 1. “An outward appearance-of thoughtlessness and joi do vivre is unfortunately assuming greater proportions daily,” said Herr Strescmann, addressing the Commercial Congress in Dresden. It was a big economic mistake and must be committed by all possible means. E-reign countries had not realised the contrast between surface appearances and the Nation’s real lile. Excessive festivities and building activities had created the impression abroad that the Germany which lost tho War, was able to afford tilings which victorious nations could not aff'ord. Herr Sirescmnnn especially deplored the accusation that Germany was deliberately living beyond her means in order to prove the impossibility of paying reparations.
