James Sheffield, a former Ambassador to 3lexico, conferred with 3fr Coolidge, after which he stated: “If 3fexico cannot work out the solution of her own future she will have to be helped.” Sheffield declared lie had the highest regard for the Mexican people but had had difficulty with the 3lexican Government, while ho was Ambassador. He said: “I think American property rights should be protected under the international law. There is no reason why our citizens should not enjov the same respect, south of Rio Grande, as they do north of it.” Sheffield later conferred with Mr Kellogg and also the Assistant Secretary of State, 3lr Olds, and the Ambassador Designate Dwight 3lorrow.
