DISARMAMENT. GENEVA, Sept. 20. The Sub-Committee has accepted a basis of agreement which separates the problem of security from that of disarmament.

M. Boncour’s Preparatory Committee on disarmament will he instructed to go forward with its task on the basis of security as it exists to-day, under the guarantees contained in the Locarno Pact.

The question of the organisation of an extension of security, as the Protocol lovers call it, will he referred to a separate Committee, but difficulty is being experienced in regard to the instructions which shall be given to that Committee.
