POOR LAW RELIEF. LONDON, Sept. 15
The Health Ministry’s report announces poor law relief has risen 350 per cent and out door relief 1,000 per cent since 1914. Outdoor figures for 1914 to 387,796 persons costing £2,214,680 and in 1927 to 1,722,084 persons cost £23,750,000. A SOVIET SPY. (Received this day at 10.15 a.m.f HELSINGFORS, Sept. 15. Captain Goyer, whom the Soviet alleged was executed as a British sp3 r on 13th September has been identified as a Finnish saii’or, formerly a Tsarist secret service man, and subsequently a prominent Cheka agent in European countries. It is believed that he was not executed, but is resuming work for the Cheka under a new name, despite the fact that it is known that he sold Soviet secrets abroad.
