AMERICAN TROUBLES. WASHINGTON, Sept. 13. Iho United States Government is said to he faced with an accumulating series of diplomatic disputes described in some quarters as an incipient trade war. Major develupents include:— 1. A challenge by a Panama delegate to the League of Nations of the American sovereignty over the canal zone, arising out of Panama's desire to control the trade in the zone. 2. The French discriminatory tariffs and increase of duties on some American goods to four hundred per cent. 3. The agreement of British steel producers to pay a rebate to British consumers buying only I’rilish steel. 4. Spain. Argentina and other countries delaying negotiations for the most favoured nation treaties desired by United States. C. Brazil, Spain, Chile, Argentina and other countries object ionary to American sanitary embargoes against oranges, potatoes, hay, g,rapes ancl other commodities as disguised protective tariff walls. 0. European nations generally refused to facilitate the work of American treasury agents investigating foreign production costs, as provided for in. American tariff law-. COMING BOUT. NEW YORK.
