SOVIET FEAR. LONDON. July - 5 - The Riga correspondent of the Times says: A general meeting of seamen ami commanders of all units wound up the Baltic manoeuvres of the Soviet Navy. Meetings were held j on the open sea. NVar Commissioner Voroshiloff warned the fleet that'the menace of war was real. He said war would probably start •in 1928. Their fleet was already in fighting trim, but they must strive for greater efficiency. _ The YYar Commissioner also stated that the fleet was being augmented for 1928 with a first instalment, consisting of four cruisers, three destroyers and seven submarines, in order to protect the Baltic Sea from British raids.
