(By Telegraph —Per Press Association.) THE COUNCIL. WELLINGTON. July 23. The Council met at 2.30 p.m. After formal business the Council adjourned at 2.35 p.m. until Wednesday next. THE HOUSE. The Prime Minister moved the second reading of the Samoa Amendment Bill, conferring on the Administration of Samoa with the approval of the Governor-General in Council, power to carry out deportations. The measure excited a lengthy debate. Mr McCombs moving an amendment that the bill he read that day six weeks, to enable the Parliamentary Committee to enquire into Samoan affairs. At 2.35 a.m. this was defeated by 42 to 13. The second reading was then carried by 43 to 13 and the House rose at ft.ls a.m. till 2.30 p.m. on Tuesday.
