AMERICAN CABLE NEWS

(Australian & N.Z. Cable Association.) britain, and china. HONOLULU, July 17. Sir Frederick Whyte (Chairman of the British Group) in an address on Britain’s relations with China at the Pacific Conference declared Britain recognises the conditions and she is ready to carry out a new policy with Chinese. Our only wish is for m! strong, independent, prosperous China. We are ready to meet China more than half way and ready to relinquish special rights, just in proportion as the Chinese Government can assure to our nationals the clue enjoyment of ordinary rights of foreigners ill their country. Tlie British Government does not wait for. nor insist on the establishment of a strong central Government before putting the policy into practice. Whyte then particularized; (1) That Britain was ready for the rendition of the Wcihaiwei Agreement, only awaiting the signature of a competent Chinese authority: (2) negotiating regarding the concession of Tientsin; (3) agreed with nationalists for the transformation of concessions at Tankow and Kiukiang; (4) restored mixed court at Shanghai to Chinese control; (5 y accepted principle of tariff automomy. Whyte declared these things were not the end hut merely the beginning of a new British relation with Chinn. David Y'ui (Chairman of the Chinese Group) in an address to the Institute declared the British concessions came too late. The presence of foreign troops and gun boats in Chinese territory and waters was .not justified, and did not accord well with the protestations of co-operation.
