The International Rugby I nion Board has mad© it illegal to play more than three in the front row of a scrum, hut referees will not penalise unless the breach is wilful and persistent. The Board also decided to permit scrum halves to call out how the ball is being put in. The decisions apply to all games in the British Isles.
