CHINESE TROUBLE.

(Australian Press Association & Sun.)

SHANGHAI. May 10.

The North China Daily News, an English pul . n ation, publishes translations of documents that recently were seized at tlie Soviet Embassy at Shanghai. They reveal a most intricate spy system on behalf of the Embassy, and an expenditure of large stuns of Russian money in carrying out and supplying arms and ammunition to the Chinese revolutionaries through AT. Borodin’s S ivict agency. The following translation of a resolution passed at an extended plenary session of the Communist International at Moscow, and cabled to the Military Attache at Pekin Embassy, headed “Very Confidential.” is a sample of the seized documents: — “At present you must keep the Chinese revolutionary movement exclusively national in character. Use the Hankow events, and England’s position as a proof of the Kuomintang’s success, and of the European Rowers’ indubitable weakness. Secondly. organise anti-foreign disturbances throughout Chang Tso Lin’s provinces. Thirdly, if necessary, discredit him as the mercenary tool of the international imperialistic capitalist. Fourthly, you must take all measures to stir up the masses, and provoke the foreign troops’ intervention. Do not shrink before any measure, even such as looting or mass massacres. Lastly, while conducting the present anti-for-eign movement, you must maintain antagonism between the Powers. It is especially important to isolate Japan as the country, which, within the shortest time." would he able to despatch n large force of troops to China. Therefore you must see that the Japanese residents do not suffer during the riots. Nevertheless, as regards the anti-foreign agitation. Japan’s exclusion would produce an unfavourable impression. Therefore you should conduct the anti-foreign agitation in the form of an anti-British movement.”
