A divergence sprang up at the Disarmament Commission relating to-the eventual and to the exchange of information relating to the various nail an' armaments. Unanimity on these points could not be obtained. A French proposal dealing with the ratilicnf ion of the Convention was finally adopted, with a reservation Tfv Count BoriistoiTf (Germany) to the effect that the proposed Convention at present does not show whether iL will be the first step towards the genuine disarmament envisaged by the Versailles Treaty. Count EernstorfF said that be was specially opposed to tile Erepeh provision that the Convention should not iifTerf anr previous treaties in relation to military, naval and air forces. This is regarded a- being designed to cover the French interests in Belgium. ('zecho-Slov.'ikin. Roland and Koumnnin. All of the countries that .are neighbours of Russia insisted that the Disarmament Convention should not be operative in respect to them until Russia has signed it. Argentina advanced the same plea in respect to South America.
