MINISTERS STATEMENT. LONDON, April 11. The Powers Ministers in Peking in a statement to newspapers regarding the notes point out that the terms are studiously moderate, covering only a of the honourable amends which would be made by any Government conscious of its own dignity and duty to friendly nations. The demands '.ire not the derogation of the sovereigniy of the Chinese whom the Governments Relieve to be friendly but arc directed at influences of both foreigners and Chinese responsible for the outrages, by breaking up friendship and sowing distrust and hatred.
