f]3Y TELEGRAPH —PER PRESS ASSOCIATION.] FOREIGNERS TO BE PROTECTED. PEKING, March 16. General Ho Yin Yun, Commander-in-Chief of the Southern forces in Chekiang. has issued, through the local Kuoni in tang, a statement- concerning the Cantonese attitude towards the Foreign Settlement. After requesting the foreign autliorities in Shanghai to observe the strictest neutrality, it declares; —-‘Hie Nationalist Army, firstly, will not attempt to seize the Settlement. Secondly, it will protect, in the fullest measure. tlie lives and property of the foreign residents and the schools and hospitals owned by the foreigners within the settlement. Thirdly, it requests foreign forces at present in Shanghai to keen within the Settlement boundaries, thus avoiding unnecessary misunderstanding, which would inevitably lead to a situation inimical to tbo peaceful intentions of both parties. Lastly, the Nationalist Army., in its campaign against the Northern militarists, declares it has no intention oT disturbing the peace and order of tho Settlement. However, should stray bullets unfortunately fall in the Settlement, the foreign autlioritcs are asked to view such accidents in the light of reason and tolerance, as being lieyoncl the Nationalists’ ability io prevent.
