NAVAL LIMITATIONS' DISLIKED ROME, Feh. 22.
The Italian reply re an armament conference fully appreciates the spiritguiding President Coolidge in his disarmament proposals, but insists upon tlio inter-depen deuce of every kind of *
armament and of every single power. It would not be possible therefore, to adopt partial measures, limited to the five great naval powers. The limitation of armaments, in order to he efficacious, says Italy, must he universal.
The reply points out that the minor naval powers had not followed the Washington example, and also that the conference held at Rome in 1924 with the object of an extension of the "Washington principles to the non-signatory powers had proved unsuccessful.
It draws attention to Italy’s unfavourable geographical situation, especially in the Mediterranean in which other nations have a weightier position. It emphasises that Italy could not ox‘pose herself without grave risks to a limitation of her naval armaments which already are insufficient for her defensive needs. A REMARKABLE ACHIEVEMENT. PARIS. •struetion of coal mines, there were thirtv-five thousand miles of roads, and fifteen thousand miles of railways to be repaired, the estimated sum required being 83.000 million francs. M. Tardiou. at a banquet at Rheims, said that, out of this total, 7.3,000 million francs bad lieen spent and France has been able to make good out of lier own resources, practically the whole of the devastation. The result was that* the devastated districts were now contributing 9.000 million francs in taxation. financial critic.
(Received this dav at 3 a.nr.) LONDON', Feb. 22. Commenting on the report of the Trade Commissioner, Air Beale. the “Financial News” says we are so accustomed to learn of Kldorados and l topias flourishing in every corner of the world, except Europe, that it comes rather as a shock to find New Zealand had a disappointing life in the past 12 months. The editorial draws attention to the excess of imports over exports, and points out the most disturbing element is the steady decline in the share of imports claimed by Great Britain. It inclines to the opinion that British manufacturers must particularly meet the modern need of cheapness, efficiency and smartness, and offer the latest styles parallel with the old.
