Franco's rejection of President Coolidge’s proposal for the naval conference lias turned the hopes of the administration to the alternative of a three-Power Treaty with Britain and Japan, particularly as Italy is not oxjx'cted to agree to the limitation, especially with France refusing. Air Kellog, commenting on the French refusal and referring to the charge plan would undermine the League of Nations. He said it was true Article Eight of tho Covenant entrusted the problem of disarmaments to tbe League. No'<*f/i»ig lmd been done, however, except at- tho Washington Conference. If naval--land and air armaments were to l>e considered as one problem, applying to all nations of the world, a solution would hardly Ire reached for years to come. Air Kellogg further claimed the French misunderstood the memorandum. He reiterated that United States intended to continue to participate in the League Disarmament Commission regardless of the outcome of Air Coolidge’s proposal. Other officials declare they are unable to take seriously the French counter proposal that the American plan be submitted to the League Connin'
since it has already lieen submitted repeatedly and rejected, with the notes' of small lion-naval States. It was\ intimated at AYllitc House that Air Coolidgc will await formal replies from all Powers before determining tile results of the proposal and the next steps to take.
